Visar Hoti is a communications professional, media producer, and lifelong tech tinkerer from Kosovo, working at the intersection of storytelling, electronics, and public service—with Hannibal’s ‘We will either find a way, or make one’ as something of a personal operating system. During the Kosovo war, he improvised VHF radio receivers, built simple RF tools, and developed a home-grown encryption program to support secure communications and civilian survival. After the war, he worked with USAID’s Office of Transition Initiatives on community rebuilding, then founded TEMA Multimedia, where he has spent more than two decades producing journalism, documentaries, live broadcasts, public-information campaigns, and media projects. His background combines telecommunications, signal processing, journalism, audiovisual production, and community engagement. He has also been involved in media policy, open-source initiatives, international cooperation, and training.
